Yes, this includes the deer fencing (mesh siding).

How much soil is required to fill this for vegetable planting? How many large bags will I need?

This is a pretty great raised bed. We did have to reinforce the structure before putting in the soil because the soil would have expanded the box. We used metal bracket but you can use 2x4s on the inside to make the structure more durable. I added trellises to the back of the raised bed. I think it looks pretty darn good. The hinges are just plastic, you can replace it with metal.
